Miscellaneous Information
Income Tax
The Pension Sect (DAPPP) will set a standard deduction for your pension approximately 15-20%. They base this on your annual gross pension, and assume it is your sole income. They will provide you with a TD1, that you may use to increase your income tax on your pension. Be very careful if you are returning to work that your new employer taxes your income from first dollar of earnings because you will receive your annual deduction from your pension. It is usually easier and quicker to increase/decrease your tax deduction with the new employer.
Pay Allotments/Allowances/Deductions/Extra Taxes/Parking, ETC
(Liaise with your Release Clk with regards to continuation during retirement lve)
- Allotments currently running will be ceased on the last day of the month prior to your releasing month (if retirement lve is 30 days or more, allotments will be ceased by DAPPP).
- CFPAF Loans are due payable on date of release or contact SISIP at 233-2177
- Canada Savings Bonds are ceased along with your other allotments. You will either be issued the bonds or given a credit thru the Bank of Canada. Contact 1-877-899-3599. (Contact DAPPP to confirm CSB deduction from Pension.)
- PMQ or Single Quarter/Ration charges will be ceased the day you become Non-Effective. Discuss this with either Accommodations or CFHA. CFHA requires 30 days notice when you move out of your PMQ.
Supplementary Reserve (Supp Res)
As a member of the Supp Res, you have no obligations in peacetime other than to respond to periodic mailouts from NDHQ which serve to keep current your address and other personal info that may affect your status as a Supp Res member. You may be called out on svc only in the event of a national emergency. You may normally remain a member of the SUPP RES until you reach the age of 65. Members are encouraged to opt for SUPP RES status if there is a remote possibility of future PRes employment or future Reg F re-enrolment.
Department of Veteran Affairs (DVA)
If you feel you have an injury, illness or disability attributable to military Svc you should contact 998-9460 and ask to speak with a Pension Officer. You will be required to clear DVA upon release.
OHIP
Commencement date of OHIP is the day after your effective release date (para 7 of RTNM.) You may apply no more than 90 days before your effective release date. It is your responsibility to make an appointment at the nearest OHIP office to apply for your OHIP card.
Take RTNM draft copy or DMCARM Release message along with two pictures and birth certificate or passport.

SCAN
The Second Career Assistance Network (SCAN) is designed to assist military pers and their spouses to plan, prepare for and enter into a satisfying and productive civilian lifestyle and/or second career. All Reg F and full time Res F members are eligible to receive SCAN svcs. Contact P Dev at 995-8334 for upcoming SCAN Seminar dates. You will be required to clear PDev on release.
Education and Training
Mbrs with ten years of cumulative Reg F svc may be eligible for reimbursement to a maximum of five thousand dollars for up to two years after release or transfer from the Reg F. An Individual Learning Plan (ILP) shall be submitted to the B/WPSO for approval NLT 30 days before release or transfer. Mbrs with a university degree, college diploma, current civilian professional certification or trade accreditation are not eligible for reimbursement under the Skill Completion Program (SCP). Refer to Canforgen 136/04. You will be informed of your entitlements at PDev on your out clearances on release.
Pension Indexing
Pension benefits are indexed in relation to the Consumer Price Index. One percent per your annual pension contributions goes towards a supplementary benefits under the CFSA to provide indexation of pension benefits. Eligibility for indexing involves a combination of age and completed yrs of pensionable svc – the minimum age being 55 yrs with at least 30 yrs of svc, for a total of 85. All pensioners are eligible at age 60 yrs regardless of yrs of svc, as are widows, children, members under 60 who are released for medical reasons (items 3(A) and 3(B), and members under 60 who become disabled after retirement.
Pension Splitting
Pension benefits acquired as a family asset in a marriage or common-law relationship may be divided under the terms of the Pension’s Act. Before making an application, there must be a court order or written agreement that divides your pension benefits between you and your spouse, former spouse or common-law partner. Either one of you may then apply for a division, provided that you have been divorced or living separate and apart from each other for at least one year. DAPPP is the POC.
Medical/Dental Benefits After Release
You are not normally entitled to medical treatment after your effective date of release. If you are a former member of the Reg F, you may receive treatment in Canada only for a disability for which you require continuing treatment and for which you are receiving treatment in hospital at the time of release. Entitlement to this treatment ceases one year after the date of release. You are required to undergo a medical exam on release. You are encouraged to book these appointments two – three months prior to the commencement of your retirement lve. Such medical exams must be completed before you start your retirement lve, although medical and dental care continues while you are on retirement lve. When you are hospitalized or granted sick lve during retirement lve, your service may be extended by DMCARM. Such an extension will not exceed six months. You are responsible for ensuring that DMCARM is informed of the hospitalization dates and granting of sick lve and that this info is received at DMCARM before the eff date of release. Retired CF members may receive dental service benefits under the Pensioners’ Dental Services Plan for Public Service pensioners. This is a voluntary plan which you may join if you receive a pension under CFSA. The pensioners’ plan is similar to the dental plan for federal govt employees with respect to coverage, deductibles, maximums and eligible svcs and benefits. Depending on the type of svcs received, the Plan generally pays 50% or 90% of the costs. Reimbursement by the Plan is subject to an annual deductible amt ($25 per pers per calendar yr and $50 combined deductible per yr), with a limit of $1300 per calendar yr for eligible dental svcs other than eligible orthodontic svcs for which the limit is $2500 per pers for the whole period that the pers is covered under the Plan.

Public Service Health Care Plan Effective 1 Apr 97
This plan has three levels. Each level gives you the same health coverage, 80% of your prescription drugs, glasses every two years, physiotherapy, etc, however, the hospital coverage changes with each level. Most hospitals will charge you over and above whatever coverage you have if you opt for other than a ward. Once transferred onto your pension (application will come to you in the mail from DAPPP, the rates are significantly higher than on your pay as your employer no longer subsidizes you.

Severance/Rehab Tax Implications
You can roll into an RRSP (up and above your personal amount) up to $2000 per yr from enrolment to 1995. If you choose to receive the money it will be taxed as fols:
- 10% up to $5,000
- 20% between $5,000 to $15,000
- 30% on $15,000 and up
Supplementary Death Benefits
- When you are a pensioner, you automatically remain in the plan (same rate as on release), and you are not required to make an election.
- Premiums are at the same rate you were paying at date of release: ($0.15 per $1000.00 of coverage).
- Worth 2 years salary (salary at date of release+$30.00) tax free at time of death (rounded at $250):
- At age 61 the pay out as well as the premium will start to decrease by 10% each yr until you are 69 yrs old.
- At age 70, maximum payment of $5,000 at time of death payable to your beneficiary

The DND/VAC Centre (The Centre) for the Support of Injured and Retired Members and their Families
Some support provided by The Centre: "aids to daily living" by means of a contingency fund and coordinates timely provision of vocational rehabilitation under the Transition Assistance Programme. Contact “The Centre” at 992-7242
Access to Information After Release
To obtain a copy of your medical docs or dental docs prior to your release, you must request them prior to your part 1 appointments. After your release, you are required to obtain the Access to Information Form from CFSU(O) Reception or from your local Post Office. You are encouraged to apply after you have received all departing benefits so as not to cause a delay in processing.
Financial Support After Release
The CFPAF provides financial assistance to serving and former CF members and their immediate family members where warranted by distress or other qualifying circumstances. The Fund is administered by SISIP Financial Svcs. Financial Distress programme administered through the VAC or Royal Canadian Legion may grant up to $5000 and interest-free loans of up to $15,000 to alleviate extreme financial distress arising from serious illness, death, loss through fire or accidental causes etc.
Use of Rank and Uniform After Release
As a former member of the CF (officer or NCM) you may continue to use the rank title you held at the time of release, provided you were honourably released and had served in the CF for at least 10 yrs. In general, you may wear your uniform after release only when authorized by the CDS. You must obtain permission before each occasion. Military appearance must be maintained whenever uniform is worn. In addition, Commanders of Commands may grant limited, revocable authority for former members and civilians to wear CF uniforms and clothing items in public displays and performances and special events, if they are satisfied that no harm to the CF reputation will result.
